Consistent Collar Scratching

I have a 5 month old lab who is pretty well behaved considering his age and breed. I have two different collars for him, one for tie out purposes and the other for all other times. He walks well on a leash with a little bit of chewing it every now and again but nothing too bad. However, he consistently wants to scratch his collar. He does it on leash and off, but more notably off leash. Whenever I have him on leash I give a gentle tug and a firm no and he quits for the most part. He never had a collar on before I got him, and I've only had him for a week. Are there any corrective actions I can do to minimize his collar scratching. I do believe part of this is simply getting used to wearing a collar, but I'm sure there might be something I can do to prevent this while on leash in public. Thanks.

I think what you've been doing sounds good - tug the lead and tell him no. If hes not on a lead, get his attention with another command like sit or come - so that it distracts him from the collar and he breaks his attention on it.
